login | register document library events photos contacts you are here: welcome to the nemo work center administrative record this web site has been provided by the black hills national forest (nf) to serve as the administrative record for the nemo work center response actions. an administrative record is a collection of documents which form the basis for an agency's decision during a response action. there are two types of response actions – a remedial action or a removal action. a remedial action is usually a long-term response action that seeks to permanently and significantly reduce the risks associated with releases or threats of releases of hazardous substances. a removal action is typically a short-term response, where actions may be taken to address releases or threatened releases requiring prompt response. removal actions are classified as: (1) emergency; (2) time-critical; and (3) non-time critical. removal responses are generally used to address localized risks such as abandoned drums containing hazardous substances. the purpose of this website is to disseminate information, reports and data for the nemo work center response actions. it includes such features as project status, description, background, work schedule and upcoming events, contacts, and other general information. from this site you will be able to access project reports, documents, maps and key data sets. all relevant reports prepared through the duration of this project will be posted to this site. site background the nemo work center is located in the northeastern portion of the black hills nf within the northern hills ranger district. it has been used by the usfs for various maintenance and support activities for more than 50 years. in the 1960s and early 1970s, the nemo work center was used as a staging site to store and handle mixtures of ethylene dibromide (edb) and diesel fuel. the edb-diesel mixture was then used as a pesticide to control pine beetles in the surrounding forest which was a common and accepted practice during this time period. unknown quantities of edb were spilled or leaked from storage containers and, according to the testimony of past employees, an unknown number of edb containers were disposed of and/or buried at or near the nemo work center. the use of edb at the site has resulted in known groundwater contamination and potential soil contamination and/or drum burial sites on usfs property. while remedial activities are ongoing, the usfs continues to maintain and operate an alternate water supply system for nemo residents. in addition, the usfs also operates a groundwater extraction and treatment system in the area of highest edb concentrations. copyright 2011 by amec earth & infrastructure terms of use privacy statement
